Anne S. LaWer is an employee benefits attorney with substantial experience advising clients regarding administrative and statutory compliance for all types of employee health and welfare and retirement plans. Ms. LaWer’s practice focuses on the Employee Retirement Income and Security Act of 1974 (“ERISA”), the Health Insurance Portability and Accountability Act of 1996 (“HIPAA”), including the Privacy and Security Rules, and the Patient Protection and Affordable Care Act of 2010 (“ACA”). Ms. LaWer advises clients regarding Internal Revenue Service and Department of Labor compliance programs, reporting requirements, fiduciary issues, COBRA compliance, Family and Medical Leave Act (“FMLA”) issues, non-discrimination testing and plan administration issues. She also counsels on employee benefit issues in mergers and acquisitions.

Ms. LaWer has served on employee welfare and benefit committees and helped design and draft employee welfare plans including self-insured medical plans, flexible benefit plans, disability plans, severance plans, and other employee welfare benefit plans. She also represents clients in government audit and compliance programs.

Prior to joining GCA, Ms. LaWer was Of Counsel at Greenberg Traurig for nine years in the employee benefits group, and an associate at Wilson Sonsini Goodrich & Rosati in both the employee benefits and corporate groups. She also worked as an associate and Of Counsel for Allen Matkins. She is currently a member of the program committee for the San Francisco Chapter of the Western Pension and Benefits Conference.

Ms. LaWer served as Co-Chair of the Barron Park Elementary Site Council where she worked with the school principal, teachers and parents to set site-specific goals regarding academic success, progressive technology implementation and community engagement. She also served two years as the President of the Barron Park Elementary School Parent Teacher Association where she coordinated fundraising, budget allocations, community building and advocated for overall school improvement with the Palo Alto Unified School District.

Ms. LaWer received her J.D. from the University of San Francisco School of Law where she earned the prestigious Award of American Jurisprudence in Legal Research and Writing. She earned her undergraduate degree from Loyola Marymount University in Los Angeles.
